Mac pro 1 1 expansion slot utility

I installed a tango express PCIe card in my mac pro 2.66. The instructions said that the expansion slot utility would open when I started the computer. Nothing opened, and there is no expansion slot utility in the utilities folder. I'm using 10.4.8. Is this an obsolete utility for this version, or is it located somewhere else.
